Does anyone know if there is a local forum of people who play 40k for the Toronto area?

Not that I'm aware of. Likely because there are really only 2 places where people play 40K outside their own homes out here: the GW Store and Heavy Support. If you are looking for games, hit them up.

Whatever one is off Bloor has tables, not sure but I think it's called Dueling Grounds?

Yes, Dueling Grounds does have tables terrain and space. I run all my Warmachine events there, and do most of my other gaming there. There is a VERY small (3-4 people) 40K group that plays there infrequently. No message boards connected to the store though.

There was some 40K discussion at Dueling Grounds last night during Warmachine, and I found out that MeepleMart has a fairly robust 40K community with an active forum. That might work for you.
