There just referring to the fact that the enemy can only place three units. I think they stated the 3 to make sure it didnt sound like the opponent could place more than three troops.
Who is the enemy? Who's on first? No who's on second, where's the pitcher!
Anyway kk so what I see is:
1. Winner places 2 troop choices (i've figured this out while typing) + 1 HQ down.
2. Opponent then places 2 troop choices +1 HQ down (his 2+1=3 see my Highschool diploma helps me with 40k!)
