What's happened the last couple of years? The events just fill up too quickly for there to be last minute spots available?

The 40k tournament is usually popular enough that it sells out on Friday and even last year when Jason added an extra 4 spots on friday for the Sunday tourney they were gone before the end of the day Saturday. Fantasy sold out completely 2 years ago. I'm just saying that waiting until half an hour before an event you are very interested in a likely to result in disappointment.

Agreed 2 years ago I (and a few others) showed up with army in tow, to see it all booked up

I couldn't go last year

So I wanted to make sure not to miss out again this year

well, when I walked into fandom the other day, they were out of reg forms... so print one out yourself since they couldnt be bothered to print them out for you. luckily when i went back, they took my money, still no idea if i got into the tournament.

I'll assume yes, since bryan has my army list

Errm, I don't think that either Fandom or the CBS are responsible for printing out Cangames forms...
