This is true but I find since I use AP1 weapons for most anti-tank (melta, medusa with bastion breachers, etc.) I cause far more vehicles to explode than get wrecked. Statistically with an AP1 weapon and a penetrating hit you have twice the chance of an explosion than a wreck and explosions negate the repair rule.
Guard is especially well furnished with AP1 weapons. Not all armies have as much access to it.
Reading the rules, I have to question how they balanced this thing. Compare the Nurgle and Slaanesh marks, for example.
